Alper Akar
Alper Akar is the General Manager of ICA, one of the IC Group companies and the leading transportation concessionaire in Turkey. ICA operates the Yavuz Sultan Selim Bridge and the Northern Ring Motorway of Istanbul, and is currently constructing the Kilyos Tunnel, which is scheduled to commence operations in 2026.
Mr. Akar also serves as a Board Member at several IC Holding companies, including ICA O&M and IKA (Northern Aegean Motorways). In parallel, he actively leads and develops transportation investment initiatives across local and global markets.
With 28 years of experience, Alper Akar has a distinguished track record in investment strategy development, project origination, financing, and end-to-end delivery of large-scale infrastructure investments. His personal portfolio spans toll roads, airports, seaports, social infrastructure (hospitals), and energy projects, positioning him as a senior figure in complex PPP and concession-based development models.
Prior to joining IC Group and ICA, Mr. Akar held senior leadership roles at major Turkish investment groups, including Global Investment Holding, Akfen Holding, and Sabancı Holding, where he led direct equity investment programs and developed regional investment strategies with a focus on the MENA, CIS, and African regions.
He has also served as Asset Manager for international investment funds, including the Central Asia Regional Growth Fund and the Romanian Growth Fund.
He holds an MSc in Finance from London Business School, an MBA from Koç University, and a BSc in Civil Engineering from Middle East Technical University.
