Dmitri (Dima) Blumin
Dmitri Blumin is the Senior Portfolio Manager responsible for the Real Assets Portfolio of the World Bank Pension Plan, a $6 billion portfolio invested in real estate, infrastructure, and energy across commingled funds and co-investments. Blumin also serves on the Private Markets Investment Committee, where he participates in the review and approval of external manager investments and co-investments across private equity, private credit, and real assets. Prior to his current position, he served as a Portfolio Manager within the Hedge Funds Portfolio of the World Bank Pension Plan. Before joining the World Bank in 2006, Blumin worked at the Bank of Israel. He is a CFA charterholder and holds both a B.A. and an M.A. in Finance and Economics from the Hebrew University of Jerusalem.
The World Bank Pension Plan
The World Bank Pension Department is responsible for managing the post-retirement benefit plans of the World Bank Group. The department comprises approximately 70 professionals with specialized expertise across the key functions required to manage a large institutional pension plan. As of the end of 2025, the department oversees more than $40 billion in assets invested across a diversified range of asset classes, including fixed income, public equities, private equity, real assets, and absolute return strategies. The department provides services to approximately 20,000 plan participants and beneficiaries.
