Richard is currently a Senior Advisor to the UK Government’s Office for Investment (a joint unit of the Prime Minister’s Office, His Majesty’s Treasury and the Department for Business and Trade), providing strategic input on matters relevant to the UK Government’s broader priorities, their direct impact on inward capital flow, and relations with the world’s leading private investors.

He previously was Director of Capital Investment for North America, leading the UK Government’s efforts to drive strategic investment from the United States and Canada into sectors of critical importance to the UK economy. He also led efforts on a global basis to attract capital investment into the professional sports sector to ensure its long-term financial sustainability and unlock new sources of diversified revenue growth.

Prior to joining the UK Government in 2021, Richard spent over 30 years in the private sector, leading global strategy and corporate development functions for major blue-chips, including Chevron and American Express. Over the course of his corporate investment career, he identified, established and led new market entry initiatives, strategic partnership negotiations and relationships, corporate venture, M&A transactions, post-deal integration, asset divestiture, and business unit P&Ls on every continent.

Born and raised in Boston, Richard is a dual US-British national. He has an MBA from Boston College, a Bachelors degree from Bryant University and was a scholarship recipient at the ICADE School of Business in Madrid.

He is presently advising a number of groups actively investing in both US and European soccer.
