Rajiv Babooram
Rajiv Babooram is Adviser and Head of the Commonwealth Connectivity Agenda (CCA) at the Commonwealth Secretariat, where he leads efforts to boost intra-Commonwealth trade and investment, including the shared ambition of reaching USD 2 trillion in Intra-Commonwealth trade by 2030. He oversees strategic initiatives to enhance project bankability, mobilise capital, and strengthen investment facilitation frameworks across member countries, particularly in infrastructure and digital connectivity.
With extensive experience spanning government, international organisations, and the financial sector, Rajiv works closely with financiers, development partners, and institutional investors to structure high-impact, investment-ready infrastructure projects and unlock private sector participation, including through public–private partnerships (PPPs). He has played a central role in advancing investment matchmaking platforms, digital trade policy, and infrastructure pipelines across Africa, small states, and other Commonwealth regions.
Prior to joining the Commonwealth Secretariat, Rajiv held senior roles at the Economic Development Board of Mauritius, where he promoted the Mauritius International Financial Centre (MIFC), with a focus on funds, fintech, and cross-border investment. He also served as Economic Counsellor at the Mauritius High Commission in Canberra, Australia, where he was responsible for strengthening economic relations between Mauritius, Africa, and Australia.
Rajiv holds an MBA and a first-class degree in Banking, Economics and Law, and has specialised training in blockchain and fintech. He is a regular speaker at international forums on infrastructure investment, digital transformation, and economic diplomacy.
