National Housing Bank
Announced at the 2025 Spending Review, the National Housing Bank launched in April 2026 as a government-owned subsidiary of Homes England, headquartered in Leeds. Allocated £16bn of new capital and a target of attracting over £50 billion of private investment, the Bank will provide debt, equity and guarantee products to support housing and regeneration projects across England.
Operating alongside Homes England, it will offer tailored and blended finance solutions, enabling agile responses to market conditions and government priorities. While supporting Homes England's Strategic Plan and Investment Strategy, the Bank will have independent responsibility for pricing, investment decisions and capital deployment, within HM Treasury's Financial Transaction Control Framework.
The Bank will expand the range and flexibility of financial support available, strengthen collaboration with private sector institutions, and help unlock housing where market failure prevails.
