Shelly Kapoor Collins is a pioneering venture capitalist, tech entrepreneur, and ecosystem builder dedicated to scaling the next generation of inclusive innovation. As the Founder and Managing Director of Shatter Fund and Managing Director at Sway Capital, Shelly focuses on early-stage investments in female-led technology startups across high-growth sectors, including FinTech, HealthTech, and eCommerce. Driven by the belief that investing in women is both a moral imperative and a massive economic opportunity, she transitioned from a successful career as a tech founder to institutional investing to bridge the funding gap for diverse entrepreneurs.

A fierce advocate for systemic change, Shelly’s impact extends from the boardroom to public policy. She was appointed by the Obama Administration to the National Women’s Business Council and served as Vice Chair of the Women in Public Service Project. Recognized as a force in tech politics, she served as a National Co-Chair for Technology on the 2012 Obama campaign and has collaborated extensively with Vice President Kamala Harris on strategic technology fundraising initiatives.

In 2021, Shelly expanded her advocacy by hosting the virtual Shatter Summit, uniting over 600 global leaders and launching the Shatter Foundation. The nonprofit drives a powerful dual mission: empowering young girls in underserved communities through entrepreneurial education and expanding access to vital mental health services for women and girls. Under her leadership, the Shatter Health initiative recently backed the opening of Ellie Mental Health clinics across the DMV, bringing critical mental health infrastructure to the community.

Shelly’s work has earned her global recognition, including being named to Forbes’ “40 Women to Watch Over 40” and The Economic Times’ list of the Top 20 Influential Indian Women. She holds both a Bachelor of Science and a Master of Science in Management Information Systems from the University of Maryland.
